My research and teaching interests include a variety of topics related to political and economic development in Latin America, with an emphasis on democracy, inequality, and policing. Currently, my research focuses on three main areas: 1) the militarization of law enforcement, 2) elites’ attitudes toward inequality, and 3) taxation and state capacity.

I have the privilege of serving as the dean of the University of Maryland’s School of Public Policy. Previously, I was a professor of government and public policy at Cornell University, where I also served as Associate Vice Provost for International Affairs, Senior Associate Dean at the Jeb E. Brooks School of Public Policy, and as Director of Cornell’s Latin American and Caribbean Studies Program.
